John M. Talley, J.D. ACI is Founder and President of TAL Consulting, LLC (TAL).
Prior to TAL’s formation in April 2021, Mr. Talley was Captive Program Manager for the Missouri Department of Commerce and Insurance, overseeing Missouri’s captive domicile. He was instrumental in assisting entities in the formation and operation of captives with the statutory and regulatory requirements. Prior to Missouri, Mr. Talley was Chief of the Office of Captive Insurance for the New Jersey Department of Banking and Insurance and held several roles within the insurance departments of New Hampshire and Alaska. Prior to working in the insurance departments, Mr. Talley operated a private legal practice in Alaska.
A native Missourian, Mr. Talley received his B.S. and J.D. degrees from the University of Kansas and is admitted to the Bars of Kansas, Alaska, and New Hampshire. With years of corporate and private practice background, Mr. Talley has accumulated three decades of experience in insurance regulatory matters involving captives, property and casualty, life and health and surplus lines insurance to serve your needs. On April 15, 2024, Mr. Talley received the Associate in Captive Insurance designation from the International Center for Captive Insurance Education (ICCIE).
