Kathleen Davis
Kathy Davis is the Deputy Managing Partner and Chief Operating Officer of Downs Rachlin Martin PLLC in Burlington, VT.
Kathy concentrates her practice in regulatory and corporate law, with an emphasis upon insurance regulation. She heads DRM’s insurance practice, which represents traditional insurers as well as more than 100 organized and operating Vermont single-parent and group captive insurance companies. Kathy’s insurance practice involves all matters raised by the organization, licensing, and initial capitalization of captives and other alternative risk transfer mechanisms, as well as governance issues that arise after commencement of operations. She also provides counsel in relation to on-going regulatory compliance under the federal Liability Risk Retention Act of 1986, the various states’ insurance laws, and the wide variety of tax and contract issues that arise in connection with the provision and purchase of insurance and reinsurance.
In this capacity, Kathy serves as general counsel to a large number of group captive insurers, and maintains a general administrative and corporate practice. She is a past member of the Board of Directors of the Vermont Captive Insurance Association, and she currently serves as a member of the Board of Directors of the National Risk Retention Association.
