Belinda is the Managing Director of Risk Administrative Services, LLC, a boutique alternative risk consulting and captive management firm she founded in 2018.  Prior to that, she held leadership roles with several large independent captive management firms and also served as the Director of Captive Programs for the Tennessee Department of Commerce and Insurance.

Belinda has been active in the captive insurance industry for over twenty years, and has extensive knowledge of all phases of captives, from feasibility, implementation, re-domestications, and ongoing management, through to dissolution.   Her insurance career began while working for Ernst & Young in their insurance and international tax divisions.  She then served as Treasurer & Comptroller for a Canadian public company and was the Managing Director for their offshore captive, then transitioned to captive management in 2003.

Belinda has managed or overseen all captive formation types, including risk retention groups, protected cell structures, special purpose financial captives, reciprocals and group captives.   Her client base has ranged from Fortune 100 corporations, closely held private organizations, and non-profit entities, from industries as varied as financial services, health care, retail, manufacturing, religious and government.    Belinda’s domicile experience includes Vermont, Tennessee, Delaware, the District of Columbia, North Carolina, Michigan, Utah, Barbados as well as re-domestications from Cayman and Bermuda.

Belinda is a Certified Management Accountant, and holds the Associate in Captive Insurance and Associate in Risk Management designations.  She has served as a board member and Treasurer for the Tennessee Captive Insurance Association (“TCIA”), as well as served on committees for both the TCIA and Vermont Captive Insurance Association during her career.   In 2018 she was awarded the James D. Hinton Award for contributions made to the Tennessee captive insurance industry.
