ICCIE Core Course - An Introduction to Alternative Risk Financing Mechanisms

Tony Greer practices in the areas of insurance, administrative and regulatory, and tax law. Mr. Greer has advised captives, risk retention groups, traditional insurers, multiple employer welfare associations, self-insureds, and insurance producers on, formation and licensing, contractual, compliance, regulatory, and state and federal tax issues. Mr. Greer also has extensive experience drafting legislation and advising on the impact of pending legislation. He has drafted and lobbied to pass changes to laws impacting the insurance, securities and professional employer industries. Most recently he drafted and successfully lobbied for amendments to the captive insurance laws in 2016 and 2019. In 2020, Mr. Greer also co-authored the captive industry amicus brief in the CIC v. IRS supreme court case. In 2023, Mr. Greer drafted the comments in response to the IRS proposed Micro-Captive Listed Transactions and Micro-Captive Transactions of Interest for the Tennessee, Kentucky, Alabama and Montana Captive Insurance Associations.

Before going into private practice, Mr. Greer worked for the Tennessee Department of Commerce and Insurance from February 2006 to December 2006 and from May 2007 to November 2015 where he most recently served as Chief Counsel for Insurance, Securities and TennCare Oversight. While working there, he advised on and helped to enforce numerous laws and regulations impacting the insurance, securities and professional employer organization industries. Mr. Greer worked for the Tennessee Department of Revenue from December 2006 until May 2007 where he was primarily responsible for drafting revenue rulings and private letter rulings.

Since going into private practice in November 2015, Mr. Greer has represented life, health, and property and casualty insurers in contract, regulatory, state taxation, and federal taxation matters. He has also represented rate service organizations, insurance producers, and managing general agents in contract and regulatory matters. He also represents alternative insurance vehicles, such as captives, risk retention groups, multiple employer welfare associations and self-insurance funds on contract, regulatory, state taxation, and federal taxation matters.

Mr. Greer was recognized as Highly Commended in the field of Legal Services by Captive International in their 2021 U.S. awards.
